oh. IMAGE MANAGER, it's called image manager. ok. you upload the image you want to make your background into image manager and once it's up, retitle it my_background.jpg and it'll show up as your background.
there's also a code for a background, and if you have that then go to preferences --> header and enter it there.

you rename it top_left.jpg. for your comments, you rename it comment_pic.jpg.

there are some sits that are just for html codes and stuff. i recommend www.sitdiary.net/html
to make the titles move, you put < marquee > TITLE HERE < / marquee > in the title, but without the spaces.
to put pictures as your background and stuff, upload them with the.... picture manager... or something, i don't remember what it's called. for the background, you rename the picture my_background.jpg. for the... top left above your name,
